This year, July 4th falls on a Sunday. Is it legal that the company would not pay you this holiday and still asks you to work on a Monday at regular pay ?

It all depends on the company's holiday policy. With many companies, yes this is legal. If you don't work the actual holiday, you don't get the pay. At least you are lucky, my facility doesn't even pay holiday pay.
