My ex and I have never been married we have lived together off in on from 2006 to 2009. We moved to Wisconsin when I was pregnant with our little girl who is now 14 months old. She was born January 09. State of Wisconsin the father cannot be put on the birth certificate if the parents are not married, at least that's what we were told when it came time to fill out the papers for her birth certificate. They told us to get an affidavit signed and notarized and take it to the Vital Records Statistics office. Well we never did that. We lived in Wisconsin for one more month and then left and I moved in with my mother in TN and he moved in with his mother in TN. Well he never sent us any money for anything even after he got a job he didn't buy diapers or anything. We stayed with him for one and a half months June 09 to July 09 and I was still relying on my mother for financial support. I moved back in with my mother in July and stayed there until January 10 when I got my own apartment. Throughout that time he visited but never gave us money or made an attempt to add his name to the birth certificate. When I moved into my apartment with my little girl he would come stay a few days each week from January to the beginning of March. At the start of March I got tired of him not helping out and told him until he changed his life not to come back. Now he is asking to see the baby and asking my expenses to send me money but he still hasn't sent anything and he wants to just come get the baby and "keep her a few hours" but I'm afraid he will kidnap her and never bring her back. His name still isn't on the certificate and hasn't yet sent money. Am I still legally obligated to let him see her?

You should have already filed for child support. That's the first thing you need to do now. Since his name isn't on the birth certificate, I imagine the court will want to confirm that he is the father. If he wants visitation, then he should be filing in court for it. If he won't file for visitation, then you don't have to allow visitation.
