Or, do I need an A/C technician? How much would this cost?

You need the right size unit, so you have to do a manual J calc.

The heater is less of a problem, but if you do it yourself, you typically loose the warranty.

You need sheet metal, electrical, gas and permits. You may need to cut a 3-4" hole in cinderblock. You have to follow codes.

The AC part is more comprehensive. The lines may need to be flushed or replaced. You need to be able to braze with nitrogen. You can't recycle, charge or handle refrigerents without an EPA license.
