It is about a young girl whose grandmother is a former witch who makes potions, and live near a large lake.
The young girl meets a young boy whose father wants to drain the lake and build a shopping center on top of it.
The two young kids discover each other and the girl teaches the boy to become more self-confident.
The girl convinces the boy to walk on a fallen tree that connects two high cliffs, which are on opposite sides of a wide river.
Towards the end of the film the girl's grandmother convinces the boy's father not to drain the lake and build a shopping center.
The film ends with the two kid running on a beach, and the girl kissing her hand and puts it on the boy's lips.
I've seen it in the mid-90's.
