Help, I can't even open in Safe Mode

The option to boot into safe mode is a function provided by the Windows operating system boot loader. However, your computer's boot process has not advanced to that point yet, so you won't be able to boot into safe mode. The boot volume specified in the BOOT.INI file cannot be loaded and used.
