Can a person who works 35-40 hrs as a part time employee for the state of North Carolina be entitled to full time benefits, such as health care, paid vacation, paid sick leave, retirement, etc? Is there any statute or law that mandates this?
Can the state employ you as a part time employee but work you full time hours without the full time benefits?
Can somebody answer or direct me to an answer?

A company may offer benefits to a part time worker if they wish to make the rules as such. Most don't, since benefits cost a lot of money. Some companies such as StarBucks ( at least used to) offer benefits to part time employees.
They are not required to ( although not sure about changes due to new health laws that go into effect in a few years) but currently there is no requirement to offer benefits to any employee.
All full time employes have to be offered the same benefits.
