I just had old hot tub (spa) removed and the movers unhooked the 220 wiring and all four wires are black and I have new spa coming. How do I identify the 4 black wires I know 2 are hot one is a neutral and one is ground how do I use test meter to identify which 2 are the hots, and the one neutral and one ground.

You don't. Either the installers or a licensed electrician can do that for you.
Movers don't usually like to disconnect electrical connections, how did you get them to pull the spa's sub panel apart?
Unless you are real familiar with working on a live Main Service Panel, I strongly suggest that you hire a licensed electrician because the easiest way to wring the conductors is by shorting them to ground and checking resistance on a conductor by conductor basis.
As you isolate the conductors, place Red tape around the insulation of one of the Hot conductors (both ends). For Neutral, use white or gray. For ground use green tape..
