I live in California and would like to start a small business doing pet waste clean up. I know I need a business licence but how do I got about being bonded & insured?

Call an insurance company. Lot's of them offer bonds too. By the way, I'm not so sure you need a business license. Unless you sell a product or employ people, most service related business's DON'T need any license.
