I've got a carrier model - 38HDC036321. One of the 2 units is not functioning. When I set interior thermostat to cool, air comes out of vents but it's not cooled. While that is blowing inside house, I looked at outside unit and it's idle. I checked main house breakers and flipped the breaker for the unit off and back on, but no luck. I don't see a main on/off lever next to unit, but the electrical box next to it on the wall has a plastic piece used to pull out the 2 fuses. I can't tell if the fuses are good or not and I don't have a meter or even know how to use one? I also don't know where to purchase a meter or the fuses. Any ideas?

As a quick follow up, I since went to the store, bought and replaced the 2 fuses. No luck. I think flicked the house breakers for the AC units off and back on. No luck. Now what?
