Rural water meter is under water part of the time. It runs with all faucets etc turned off but not when water around meter falls below a certain point.

Call the water company and tell them your complaint. Have them replace the meter if necessary. Let me know what they find. Good luck, Tom

Well, of course if it leaks, it would leak above or below water, but anyway,

You should do a few things, have the meter tested and/or replaced, and also be sure and test your lines.

I agree with Tom don't waste your time, call the water compnay let they do inspection and troublshooting, Thanks.
