Depends of whether you are taking advantage of the reciproical income tax agreement between PA and OH:

1. If your employer is withholding OH tax from your pay, then you file (a) a non-resident tax return for OH, and (b) a resident tax return for PA, on which you claim a credit for taxes paid to other jurisdictions (namely OH).

2. If you are taking advantage of the reciprocal agreement, so that your employer is withholding PA tax (not OH), then you only need to file a return with PA.

To take advantage of the receiprocal agreement, submit form IT-4NR to your employer. You can get the form here: http://tax.ohio.gov/documents/forms/employer_withholding/Generic/WTH_IT4NR.pdf
