:( I have a 1996 White lawn tractor model L-12. It won't turn over fast enough to start. I have replaced the battery due to it setting for the past 3 yrs. It starts fine with the help of a jump. It runs fine. The new battery shows it's putting out 12V. The output side of the old solenoid showed less than 1V when the starter is engaged. I have replaced the solenoid and get the same result. I have cleaned all connections. Any help would be greatly appreciated.

Check voltage at the opposite ends of battery cables (+) (-). Checking to see if cables and or connections are good. If voltage is still 12 plus volts could be a bad starter. . Not likely but possible. If it is you can open it up and replace brushes and clean commutator
By jumping it you are giving it more cranking amps compensating for other problem(s)
Another test would be to remove (+) wire from starter side of solenoid and see what voltage is while key is in "start" position. Still Low? Another bad solenoid.
