I was passing by the outside ac unit, and noticed that tha fan was not working. The compressor was on, so to avoid damage, I turned off the unit. I let it cool off, and then tried to start the ac again. The compressor kicked on, but the fan failed to start. I turned tha fan manually, and it spun quite freely. Couls the capacitor have gone bad?

It very well could be the capacitor. Replace with like same in valve.
