Yes, they are just numbers, it's only that they are not whole numbers like 1, 2 or 3. Fractions can be anything that is between two whole numbers. Half, 0.5 or 1/2 is a fraction. Adding two halves give a one. Multiplying two halves gives a quarter, 1/4 or 0.25.
