I am a special ed teacher and I want to give my students K- YR 6 student s a quick assessment to detrmine levels and strenths and weaknesses in MAths and Literacy.
Where can I find these tests?

What do you mean by special education teacher? You don't teach the students you are testing?
If you teach your students, you should be able to devise a test that will 'gauge' their levels, strengths and weaknesses. Go find some math problems for the book you use. Understand how they make the questions. Try to make one what will involve several chapters covered during their study up to now.
If you are working with a group with extreme spread capabilities (some very weak, many average and some very good), you should find some easy questions, some average questions (which anyone who knows his/her lesson will be able to do), one or two tricky ones with some 'traps' so to say, and finally, one or two questions which will require thinking and using all what they should know.

I think I understand what you're looking for, something quick yet research based so you can compare your kids to others. In literacy my district has started using a 2 assessments from a company called "AIMS Web." AIMS Web has something called an RCBM which measures words per minute on a leveled reading selection. This is good for measuring fluency. We also use another assessment from AIMS Web called a MAZE. The measures comprehension. Together, these two only take a few minutes each. However, you do have to pay for AIMS Web. I think the cost is $1 per student.
Another reading assessment is called a DRA. This detailed assessment also works well and should be given 2-3 times a year. This assessment takes longer to administer, usually I can complete 3 students in 45 minutes.
Math is another story. Depending on the grade level, I'd make your own inventory that includes the basics... algorithms, rounding, telling time, and word problems.

How can I take a posted question from a teacher seriously when there are no less than 3 errors in the single sentence OP'd question?
Maybe it is just the teacher in me... maybe I am in a MOOD (likely)
