What to do if the mother dogs keeps taking off the tail bands?

Let the mother take them off.
Tail banding is very cruel, if you want your puppies docked at least give them the courtesy of having it done quickly by a vet.

Dang I have to spread the rep Shaz. But I totally shudderd when I read that question. I can't believe a "breeder" would consider doing this.
It's like putting a rubber band around your finger and waiting for it to fall off.

Breeders Wouldn't band tails.. They would be humane and get the tails docked surgically by a vet who knows what they're doing.
Just another person trying to save some bucks at the expense of another creatures pain and suffering

I have seen banding done once before.
The puppies constantly cried and you could see they were in pain. The breeder will never do it again, even though she likes to do things the 'cheap' way she didn't want to make another litter of puppies suffer.
At least with docking the whole procedure is over within a second and the wound is cauterized straight away.
A lot of vets will give a discount if you are getting a whole litter docked too.

Banding was originally developed as an accessory to docking, to numb the tail without anesthetics in very very young puppies.
Those who try it without the surgery are either sick or greedy.
