If AC doesn't work, will heating work?

Depends on the system. With a furnace and A/C, one can easily work when there are problems with the other. Even a heat pump with non functional reversing valves could continue to do one and not the other.

Heat pumps are most easily identified by the outside unit being up on legs, and having to run to produce heat.
