My minidachshund has been in labor since last night.She is panting and unconfortable but doesn't seem dialated enough.She isn't pushing either,is it time to call a vet?

Call the vet,its impossible to tell online if she is in need of help,but if your asking,get her help.

I agree with redhed, you need to contact a vet, and you really should have a breed mentor to assist you in delivery if you are breeding.
We cannot possibly say whether your b*tch is in trouble without physically seeing her.
12 hours is the max I would allow a b*tch to be in labor before I started to worry, they can last slightly longer without complications but if your girl doesn't look like she's ready to deliver any time soon she may need assistance or even a c-section.

What would you do after 12 hours in labor? If the answer is "see a Doctor," then that would be my best advice to you.
