1st and 2nd numbers = month
3rd and 4th numbers = year
Example: RMNG1199D0743 = November 1999
Example: 0502F0655 May 2002

Minnerizer (For Minnegasco until about 2000) First letter = factory
2nd letter = month, A=Jan, M=Dec, etc. letter I is not used
3rd and 4th digits = year
