In OKLA, can I do all my electrical work or do I need to pay an electrician to just add Flex to exposed NM wire? If I DIY how do I certify its done correctly? Any thoughts?

Can't say about Oklahoma, or your County, but an Electrician will use the correct connectors, wire to make this safe. Where I live, I repair it and its done. It is to code.

...... just add Flex to exposed NM wire? Why add flex? Is it in an area subject to damage?

Nope just exposed NM in a finished garage tacked up to wall about 7 feet up.

We would not need to do anything with that. It is completely typical to have an unfinished garage wired with NM cable.

Then again you mentioned selling a home. I bet a #%*#@ home inspector is involved here, huh?
They pick at tons of things that are non-issues to everyone else.

What about a finished garage?

Maybe best for you to provide a photo of what yo have so we can see what you have.

I am unable to find any provision that allows homeowners to do their own work:

Construction Industries Board - Statutes (http://www.ok.gov/cib/Statutes/index.html)

Best that you check with local city, town, or county building dept to be sure you can do your own work, with permit, if required.

Any buyer should be asking who did any electrical work, and if permits and inspection was performed.

Yea, it looked way over my head anyway, so we just paid a A+ BBB contractor to do it. Was more interested in whether this had indeed needed to be done.

A owner can always do their own work, but they have to do it up to code and this would include getting a building permit and inspections when needed.

Pictures would have helped us answer this question.
