I am considering purchasing this house and had photographed it to send to my kids. I noticed the roof doesn't look right. In the disclosure paperwork, the owner claims this roof was replaced in 2003. I have attached the picture. Please tell me your thoughts.

Have a building inspection done if you are going to purchase any property, make the contract contingency upon favorable inspection of the property.

I notice waves and appear to be blisters on the shingles, roof appears to be un-even.

Yes there is a roof vent. I plan on an inspection. The house had a foundation break along the front side of the house which was repaired with pillars.

It looks like they did an overlay of the new shingles over the old. If the old shingles were in that bad of shape, they cut cost by doing an overlay and the new shingles follow on contours of the underlying shingles.
In that case its more of a unsightly problem than it is any structural problem.
