Can you tell me where to find the State of California requirements for preventative maintenance manuals for condos in the state of California? I write custom maintenance manuals and want to understand what requirements the state has in place.

It is not likely that CA has requirements for preventive maintenance. You should look at the state building and housing codes first, and then look to owner manuals, contractors and others who are knowledgeable about the various items that should be receiving preventive maintenance.
In many cases you can Google for the basics on preventive maintenance issues on everything from HVAC to plumbing, roofs to basements, etc.
I run 350 apartments in the midwest. A couple of the PM things I do, as examples, are:
HVAC: Change filters 4 times per year, and oil the motors and clean the coils once per year.
Plumbing: Close all valves when the apt becomes vacant, to be sure that they work.
None of these things are required by the state: I do them to prolong the life of my systems and save money on repairs that would be needed if I did not do them.
