Sometimes when the outside unit comes on it clicks and tries to go off but clicks right back on and the fan doesnot completley stop or tries to reset it self

24 volt control circuit might be weak allowing the contactor to chatter a bit before it finally activates. Loose connections. Defective time delay. You have many choices so you will need to get out to the unit and start testing.
