We paid for a 16 SEER unit and ended up getting a 15 SEER unit. The installer claimed that it was turbo charged. What is the difference in the 2? I feel that we should get what we paid for not last years model that has been "turbo charged".

There is no such thing as turbo bologna if you know what I mean.
The difference is in energy efficiency and you will pay for that difference every month you use it. So they should change it out to what you paid for or reimburse you some cash to help pay for the increase in your bills over the years since you got a cheaper less energy efficient unit.

1 (one ) seer,, I never heard of a turbo charged unit of any kind, you probably paid for a higher priced unit than what you received,, but I doubt you would ever tell the difference in the operation cost,, that's mainly what the higher seer units do,, save you on power bill, its not good honest business to sell you one thing and deliver another, tell him you want a different unit or want some money back

It could be that they also installed a variable speed air handler which improves the efficiency one or two seer according to our HVAC guys here in New York. They also said they could provide a certificate to show that the combined system meets the 16 seer requirement to meet the 2010 , $1500 federal tax credit. So go ask some questions!
