Would like to know the New York city codes for required distance between electrical outlets, such as kitchen counter, where there is a sink and a counter with no sink/water.

I have never heard of any amendments that NYC has to this.
The NEC says <verbatim> a receptacle is required at any space 12" or more, within 24" of an end or beginning (such as a sink, range, etc), and every 48" between. All dimensions measured along the wall.

This is a VERY basic explanation, so take it as such.
