I replaced the packing on the diverter.. however, when I turn the water on to a full flow hot or cold it comes out of the tub spout and the shower head. Also when I turn the diverter on to run the shower with hot and cold water the cold water takes over like the hot water isn't even on. It is a 3 knob contraption by price pfister but I don't think it is brand new but it isn't to old either. I've changed all washers.

I would suggest to shut water to the shower, remove all 3 stems, turn on the water for a few seconds, inspect the seals and check inside the faucet for any debris, install the stems and see if it works now, open the link below for more info, thanks.

I did what you said as for turning the water off... but I am having a hard time getting the hot water stem off. What do I do for that one?

What is wrong with do use a deep socket to remove the stem see the image below, Thanks.

Yes I am using a deep socket wrench. It goes on fine and it gets to a stopping point where it will not turn any more but it will allow me to re-tighten it but it will not come out of the manifold.

It sounds like the cartridge washer or O ring gets tuck use some Wd-40 on the stem threads let it soaked for a few minutes try loose and tight a few times, then loosen it as far as you can if it still gets stuck full it out with pliers, good luck.
