My boiler turns on and off every few minutes while trying to get up to setpoint. The circulating pump continues to run until thermostat is satisfied. The pressure in the system runs at near 20 psi but when the pressure starts to drift towards Zero the boiler kicks on again. I drained some water out of the system thinking there was too much and that was the cause of the higher than normal pressure but it didn't make any difference and it still cycls on and off every few minutes. Is this normal?

Sounds like the boiler is way to big for the install. Try opening up the control differential since that will stop the boiler from activating so much.
