Looking for the title of a book. Here is some of the plot. A photographer is watching her fiancés daughter. They go to the beach in San Francisco and the photographer is drawn to something that has washed up on shore and stops to take a picture. She looks back to find that the little girl she was with is now missing. The police are called to the scene and they presume the little girl has been washed out to sea. The photographer cannot forgive herself for taking her eyes off the girl and goes on a quest to find her. The search takes her to a South American country. Eventually, the girl is found and returns to San Francisco and is reunited with her father.

I believe it is called The Year of Fog
