Hello

If my wages are currently being garnished, and I do get a tax refund from the federal and state will the refunds be garnished also?

The short anser is no. They won't be garnished. But if this has to do with child support then they can be intercepted. Which means that instead of a check you would get a receipt.

It depends on WHO is garnishing your wages. If the garnishment is being done by the IRS or the state tax authority, then, yes, for sure, your refunds (state and federal) will be confiscated and applied towards those debts. Same applies to child support or back alimony.

Other debts, probably not, because the process to garnish tax refunds is both time consuming (requires you petition the federal court system) and easily defeated once implemented (the person being garnished simply reduces his withholding to where he PAYS when he files his tax return).
