If outer glass of storm is broke, should window be change? Owner of house said window still will work good no air will come in.

This sounds like a landlord/renter dispute.

If the window works, then it works.

If the window doesn't work, fix it till it does.

If the window poses a health risk(loose glass, broken glass, etc)ask for the land owner to replace.

If you broke the glass, you are responsible to fix/replace it yourself, unless otherwise stated in the agreement.

Are you talking about a separate storm window or the outer pane of glass in a double paned window? If a storm window then the wiondow is fine and you just need anew sorm window. If a double paned window then it needs to be fixed.

I agree with KBC, you must be the renter then, right? Your lease likely makes no provision for storm windows but the home must be safe and habitable. Tell us more
