My Home Owners Association want me to change my drive lamp bulb? I am told it is the wrong shape, it seems to me some of the locals have too much time on their hands ! First the bulb is low energy, am I correct in thinking the American government want us to us less energy ? Is there a government department I can write to to complain and ask for help? Also the bulb is brighter than other peoples lamps, surely this is a safety/security bonus ?

You can do what ever you want.They are just suggesting.You can do whatever you want!
If you live in a picky place you have to deal with picky people,
Why not just comply to stop them from buggin you?
Inst it worth it? It's a friggin bulb ,c'mon conform ")

Your HOmeowner's Association obviously has way too much time on their hands plus they are probably all retired and "know it all".
Just buy the bulb they want so you don't have to be hasseled by them any longer. They obviously can't stand any individualism in their community. And remember, you're the one who moved into "their neat, tidy community" and promised to obey their outlandish "laws and regulations" so you have only yourself to blame for the light bulb police.
