I am a full time international graduate student who entered the USA on August 25, 2008. I did not file a tax return in 2009 simply because I felt my income of $1,712 was too small. I am trying to file my tax return for 2010 and I am having problem incorporating the form 1098-T in the form 1040NR-EZ.

Can I still file the form 8843 for the 2008 year.

Nonresidents students on F-1 or J-1 do not get tuition and fee deduction or education credit. So just keep it for your record.
A non resident, even if he or she is not required to file tax return, must file Form 8843. http://taxipay.blogspot.com/2008/03/us-tax-filing-requirements-for-non.html
