Fuel pump seems not to be pumping enough fuel (LT 130 ride on mower). Replaced fuel lines and filter and cleaned carb. Replaced fuel pump. Engine will only start on starting fluid or carb cleaner. Plugs and air cleaner okay. Only thing left would be the line from the engine block and seems to run the fuel pump... vacuum or pressure line?

You are forgetting the fuel shutoff solenoid at the base of the carb. It most receive power to open and allow fuel to the main jet (and other jets.) Disconnecting the line from the carb and watching for a good pulse of fuel will tell you if the pump is working.
To find the solenoid, follow the wires, white and green I think.
