CHERRYHOMEWORK

I have a 5 yr old bath/laundry 10'x14', the 2 rooms are separated and have separate heat registers. I live in open country and the addition is on the northwest corner of the existing home. Wind here is very strong and consistent in winter months. There is exterior fanfold under the siding, r-13 in the walls and at least 6" batts in the attic. The soffit is fully vented (10' long), there were chute vents in every rafter cavity and one roof vent (approx 10"x2" opening w/o damper). The laundry room is always cold (20*outside + wind =38*-40* inside temp.) there is about 3' above ground walls for the crawlspace nothing insulated. How do I make this cold go away. Thanks woody
