I have a Tempstar NTC6050FBG1 gas furnace with the blower running constantly. Should the terminals on the board for the fan on cool and heat have 110v when calling?

If blower running you will have voltage on the heat or cool terminals unless unit is miswired.. check to see if you have a limit open, these will cause blower to run continuous are some models.
