The movie was a cartoon movie. It took place in London. There were evil villians who tired to take London's most valualbe tourist attractions; buckingham palace, big ben clock tower. There was a good guy who was trying to stop them and he was a frog and he had to be partnered up with a girl. The evil guy ended up becoming a large snake and taking the girl hostage and placing her in an hour glass, while the frog was really tired. The frog was some sort of special agent.
I remember this as a kid in the 90s but I can't think of the name, please help:)
