I am a nurse at a healthcare facility and I sought the care of one of our social workers/counclers. My supervisor later questioned her as to the nature of my visit and why I was going over to speak with her on my breaks and lunches. She did not tell him but suggested that he was violating Hippa rights. Is this true?

If your supervisor didn't reveal anything about you, then he didn't violate anything.

The counselor did the right thing by not disclosing the nature of your conversation. If she had told him for any reason other than to verify that you needed time off work because of a medical or mental health condition, then SHE would have violated your HIPAA rights.

Can I ask why your supervisor was inquiring and how he was aware that you contacted that particular social worker?

He was watching me out his window when I went on my break. He watched everything I did and eventually let me go with out cause after I filed a complaint of harassment

I probably would have filed a complaint, too. While he is guilty of being nosy, he didn't violate your HIPAA rights because he isn't bound by them.
