I am trying to take pictures in Raw and my shutter speed is slow, os the picture is blurry. Can I change the shutter speed? If so how

It is not possible to change the shutter speed. RAW captures the light readings of the sensor during the exposure. If the light changes in some part of the image, as when something moved, the light will be on that part of the image part of the time, and partly recorded. You can change the overall effect of the exposure up or down, but not the focus or depth of field or shutter speed.

It matters not what format you are taking the pictures in.
If you wish to change the shutter speed try the Tv selection on your camera.
If it does not have one of these increase the sensitivity of the sensor by turning the ISO up.
They higher the number the more sensitive and so light is captured quicker meaning the shutter will be open for a shorter time.
The down side is that higher sensitivity (high ISO) can also result in more noise on the image.
Have a few trials runs with the ISO settings and see what noise level you are OK with, You will probably notice the noise more in the darker parts of the image.
What camera is it? The manual that comes with it is usually good if it is one of the better known brands

I misread the question. I was assuming you wanted to change the shutter speed after the picture was taken. But bluemonster is right. And if you don't have the manual, go to the manufacturer's website and try to download it.
