I cannot seem to get the "load" and "line" wires correct. I have a white, black, and ground coming from panel. I also have black, white and ground going to receptable. I do not seem to have the wires correct.

The line wires come from the panel they go into the line side of the disconnect if you voltage is 240 the black should fit under one lug the white should go under the other.. and of course green is ground.. these should come out of one two pole breakers if it is 240 v.. then the load side just goes to the separate set of lugs the " on" side of the disconnect.. dont get shocked and for sure if you don't feel you can perform this operation safely call you local electrical contractor and let them do it for you!

This is what I have, a 220 20r receptable and a quick disconnect box (fuseable).
Receptable = black on one brass screw and the ground below it on silver screw. The white on the opposite side brass screw.

Quick disconnect box =
Feed wires as follows, black to the left side of "line" white to the right side of "line" and ground wire in the middle, designated for ground.

Wire to the receptable =
Black to the left side of "load" screw
White to the right side of "load" screw and ground wire in the middle designated for ground
My tester shows current on right side of "load" but not on left side of "load"
