The PAT causes spalling for about a 1/4" and if it does go in will not hold. I tried using both 2 1/2" and 3" nails. The surface of the concrete seems brittle and the rest too hard. The nails will also bend in the concrete. The floor is about 5 years old. I tried using TAPCONS but they either strip out the hole or snap off. I really don't want to drill a bunch of holes for anchors. Any ideas about the concrete or how else I can attach the baseplate of the wall to the floor?

Predrilling the holes with a hammer drill first will allow the tapcons to seat, the concrete nails would also benefit from predrilling.

Gluing the plate down with liquid nails is recommended and a norm in the building trades, that way, even if the fastener doesn't hold 100%,the glue does.

There are many other fasteners to chose from,twisted anchors,nail and fastener in one.
