So I found this abandoned mobile home and I went to find out who's it is. Well the state can't find out who owns it or anything. They have no moving declaration for where it is sitting. It has been sitting for two years now I want to know how to get a title made for abandoned property.

You can't, first whose property is it on?
Have you contacted some mobile home sellers and/or the company that made it, to see where they normally put the serial number on that model.
It is lke a car, if it was illegal dumped on your property you may be able to dispose of it

The state will have to take it and sell it at auction like they would cars and other property they take for varoiius reason, then they would issue a bill of sale,
Still be an issue of ever getting a title but you could at least legally own it.

The serial number is embedded into the frame and/or tongue and in many locations throughout the home. Once you get the serial number, the state can look up last owner. If you cannot get a serial number then don't bother. You can't insure or move without that info anyway. Is the HUD label still riveted outside? You can track the certification number by going to ibts.org and paying $50, they will send you all of the info and you can go from there.
