Hi,
The governor spool attaches to the crankcase cover. The arm is L-shaped and must touch the spool to work.
The throttle control is moved to full speed, the pinch bolt attaching the linkage to the governor shaft is loosen, rotated counter-clockwise and retightened.
For a manual, see:
Tecumseh Small Engine Specifications (http://www.smallenginesuppliers.com/html/engine-specs/tecumseh-engine-specs.html)
Go midway down and choose L-Head...
Peace,
Clarke
