How do I get my daughts father to sign off his rights he does not pay child support on her never has he also has never seen her but 3 times

Is there a child support order in place ? Also he can't just sign off his rights. Not sure who been telling you that but it's a myth.

Does not seem he is using any rights now anyway. But he can't just sign rights over, it does not work like that, he can sign them over if there is a new step parent to adopt.

If he is not paying support, have you taken him back to court, or turned him over to child support enforcement ? If there is no court orders, he does not even owe support
