Depending on what you mean by seizure, have you tried removing the spark plug, squirting in oil or ATF, and moving the cylinder up and down? Beyond that, you may have to tear it down.

I Have had good Luck with PB Blaster, great stuff.

Let it sit overnight if time allows.
I would also change the Oil afterwords.

Now, I think I know where you are coming from. The piston may appear seized, due to mixing too much oil in the gasoline. Instead of the suggestion I gave earlier, remove the spark plug and inject straight gasoline. Keep working the cylinder to cut the oil. Eventually, the engine should start. In the future, use BIA certified synthetic 2-cycle oil, mixed 100:1. Amsoil makes a great product.

I last used the boat 4 months ago flushed the salt water out with clean water and put the boat away, since it was too cold to enjoy, when to start the boat only one engine started, while the other just clicked, removed the starter to find the starter OK,but cannot move the flywheel, now with out putting too much pressure on the flywheel and causing undue damage,I am looking for a ubute stuff to free and unsieze if that is the problem.Engine release sounds like a good product but unavailablein OZ

What caused it to seize? Is it just too much oil in the gas, which is making it impossible to pull the recoil starter? Is so, empty out the gas tank, remove the spark plug, inject straight gasoline into the cylinder, and try to free everything up.

Use marvel mystery oil. Let soak.
