F an 19 year old steals headphones and that is theft under 5000 can they get charged

Where did they steal them from? Another person? A store?
If they stole them from a store (I am choosing not to assume it's you, you're talking about), then that store can press charges for shoplifting, regardless of hoe much they're worth.
If they stole them from another person, that person can press charges and take them to small claims court. That will, however, cost more than simply replacing the headphones.

Yes, if they still a 3 cent piece of candy, they can be charged, theft is theft, depends if the store or person wants to press charges
