Usually large boilers will start at low fire and then when proved the will go to high fire if the controller feels it is necessary. There are hundreds of different control systems for boilers so anything more than this without very detailed info from you would just be a guessing game. Pictures of the controls and wiring along with a detailed wiring diagrams with control brands and exact model numbers listed would be a start.

I cannot work in the blind. There could be many reasons from weak or defective gas valve to low gas pressure. Without all the info requested I cannot be of further assistance since I hate to play the guessing game. You will be better off calling for a on site service call so the repair person can see and test for problems with your unit.
