2 story 4000 sq ft house. I have a choice of 14 seer or 16 seer. Which should I go with?

No way to tell from here. You need a full manual J for equiptment size then calculate annual usage in your area, then calculate for both 14 and 16 SEER units to calculate the saving on the utilitys that the different units will offer. Then you will know for sure.
