One can apply for passport and visa without any help from agency. Visa fee for US visitor's visa is $131.
Ghana is number one in dating scams, so I would recommend that you verify the individual you contact that he/she is genuine and not a scammer. If you really like to meet this person, I would suggest you go there... because we have heard hundreds of time in this forum that once they sent $$ then the other parties disappeared.
