Second, since laws vary by area, I can't understand someone asking a legal question without giving a general location.

In many parts of the US it may be yes and may be no, the laws very from state to state on this. So in the US you may have to merely go on a trip to a state that allows it, marry and then return to where you live, In other nations I do not know.

As for DNA from my reading, most of the newer studies show while there are slight increases of risk, the over risk is still slim ( not that I think you should )
