I am looking for the name of an old balck & white movie where the same spooky people could be seen in the background at every disaster. If photo taken of person hit by car the same people would be in background.

Possibly Somewhere In A Crowd (http://www.hammerfilms.com/productions/television/somewhere-in-a-crowd) There's also an episode of The Ray Bradbury Theatre called The Crowd (http://www.imdb.com/title/tt0683209/) but that's in color. I'm pretty sure there's another black and white anthology series episode dealing with the same subject but I can't seem to find it.
